In the mid-1880's, naturalist Vernon Orlando Bailey (1883-1942) had began sending his collections of birds and mammals to Clinton Hart Merriam, head of the newly formed Division of Economic Ornithology and Mammalogy at the United States Department of Agriculture. Bailey joined the USDA a few years later and quickly rose to the position of chief field naturalist. North Dakota and Oregon were two states in which Bailey conducted intensive biological surveys.
