By the mid 1890's, the United States government no longer thought that the multi-national accords to protect and preserve fur seals in the North Pacific were being followed and that they once again in peril. Leonhard Stejneger and Frederic Lucas of the United States National Museum at the Smithsonian Institution joined a team of scientists sent to study the situation firsthand. Join in with other volunteers and help us transcribe one of Stejneger's personal notebooks from the first year of the Commission, this time in Japan in the fall of 1896.
