Bureau of R.F. & A.L. Office Supt. Dist West N.C. Salisbury May 30th 1866 Bvt Major Genl Thomas H. Ruger Asst Commissioner Raleigh N.C. General, I have the honor to acknowledge the receipt of telegraphic order of this date, and respectfully transmit, herewith, the Reports required by Circular No. 4. dated Hd. Qrs. Asst Comr. Raleigh N.C. May 8th 1866. There being no blanks for consolidating, and no instructions to consolidate, the Reports are sent as received. Many counties of this District have not been heard from, and the Reports are necessarily incomplete. The other Reports will be forwarded as soon as received. I will this day direct the delinquent agents to forward their Reports, without delay. Very respectfully, Your obdt Servant Stephen Moore Lieut Col. and Superintdt.
