Office Financial Agent NC. New Berne Sept 13, 1865 Dear Sir I have been uncertain about the action you would take regarding property not at present in possession of this Bureau, & have forwarded some applications for such property under the impression that it might be proper to order the restoration whenever it might be turned over to us. My own opinion however has been in favor of returning such petitions to the applicants directly & saving considerable labor. Had I not best do so in future.
