Genl Acknowledges receipt of communication requesting that an order be issued giving permission to sell or give to destitute freedmen some of the clothing now in keeping by Capt. James AQM On the return of Genl Howard the importance of some definite instructions as regards to Q. M. property drawn in accordance with G O 147 A.G.O. how it may be disposed of. At present authority is given to furnish such freedmen as are absolutely destitute, accounting for clothing issued in its usual way— Recd Asst. Com of N.C. Nov 9" 1865
