Transcription
War Department, Bureau of Refugees, Freedmen and Abandoned Lands. Washington, November 6th 1865. Col. E. Whittlesey Asst. Commissioner &c Raleigh N. C. Colonel: I have the honor to acknowledge receipt of your communication of date October 30th requesting that an order be given you to sell, or give gratuitously to destitute Freedmen, a large amount of clothing turned over to this Bureau, and receipted for by Capt H. James. A. Q. M., and asking how it can be expended. On the return of Major General Howard, I will submit your communication to him, with the suggestion that some, definite instructions be issued regulating the sale or distribution of Quartermaster's property drawn in accordance with General Orders No 147 Current Series A.G.O. In the meanwhile you are authorized to sell or issue to the most deserving or destitute Refugees or Freedmen, such articles of clothing, as they may require at once, properly accounting for the cause.
