Bureau of Refugees, Freedmen and Abandoned Lands Headquarters, Eastern District of North Carolina, Newbern, N. C., July 4th, 1866. Col. C. A. Cilley A. A. Genl. Colonel. I have the honor to enclose a letter presented by me, to Major Genl Sickles in this City, and on which, he endorsed permission for me to visit my home— directing me to report to the Commanding General— by telegraph and to forward the enclosed letter. The action was informal, and I so stated to in my note, and verbally to the General, excusing the informality by the necessity of the case, and he was perfectly satisfied. I trust the Commanding General will also accept my excuse— I am Sir, Very Respectfully Your Obedient Servant Wm H. Weigel Maj. & Bvt. Col. & AAG. & Supt Lt. Coats will act during my absence
