Office of Supt. of Education, B.R.F. & A.L. Raleigh. N.C. Oct. 22. 1866. Capt. Jacob F. Chur. A.A.A. Genl BRF&AL. Captain, I have the honor to state that, in compliance with an order of the Asst. Commissioner dated Oct. 16, I proceeded on the 18th inst. to Franklinton to investigate the case of James H. Crawford, teacher of a Freedmen's school in that place, against whom a complaint had been entered signed by the Mayor and thirty-nine other citizens of F. In an interview with the Mayor and other white citizens interested, opportunity was given to present any definite complaints or charges against said Crawford, or reasons for his removal from his position as teacher. I also met a large body of more than a hundred Freedmen, and stated to them the complaints that had been made and the reasons offered for the removal of said C. and gave them an opportunity to adduce any testimony in defence of the accused (who was present) and in favor
