Office A. A. Q. M., Wilmington, N. C., March 28th, 1867. Sir: During the past rainy season, Mssrs. O.G. Parsley & Co. have not forwarded the corn to the W. and W. Depot because of such inclemency. They offer now to remove it; but upon making inquiry at the W. and W. office, I have learned that it is impossible for them to either ship or store it for the present. The reason they assign, at the above office, for this non-shipment, is, that by some unavoidable accident, the use of several of their cars has been prevented. They promise, however, that the first opportunity they have for forwarding the stores, advantage shall be taken of it. I do not understand why the corn should have been invoiced to me for transportation, and exact amount designated, when the corn was and is held by other parties in store, and for which I have not yet become responsible, and no transportation receipts having been given to me, [[?]]
