L. Colonel In accordance with G. O. No 4. Current Series of 1866. Head Quarters Assistant Commissioner for North Carolina— I have the honor to report the General Sanitary condition of the quarters and grounds occupied by the Freedpeople of this District as good— No Report recieved from R. Westerling Assistant Surgeon of this District. Very respectfully Your obd't serv't T. D. McAlpine Lieut. V. R. C. and Asst. Supt. In absence of Colonel Cogswell Supt L. B. p. 339.
