Headquarters 40th U.S. Infantry Southville N.C. April 1867 Brevet Lt. Col. J. F. Chur A. A. A. G. Bureau of R. F. & A. L. Raleigh N.C. Sir I have just returned from Charleston S. Carolina and find your letter of the 18th inst. I expect to leave this Post on Tuesday morning next, and will probably be at Raleigh on Wednesday. In the mean time I wish you to procure copies of the State laws of North Carolina, authorizing licinces of all kinds and also of laws governing apprenticeships. I wish you also to prepare a Circular letter addressed to Agents of the Freedman's Bureau directing them to report to me the names of one reliable colored man for each elective precinct in the State for Registrars and Inspectors of elections and also one white man possesses the proper (over)
