[[embossed stamp with image of North Carolina Capitol]] Bureau of Refugees, Freedmen & Abandoned Lands, Office of Sub-Assistant Commissioner, Morganton, N. C., July 25th 1867. Colonel: I have the honor to report that I have, on file in my office, an order from Maj. Gen. O. O. Howard, Commissioner, authorizing the erection of a building for school purposes, in this town, "in a sum not to exceed One thousand dollars." An official copy of the order, which I received through H'd. Qrs. Ass't. Com'r N. C., is herewith transmitted. In obedience to the above mentioned order I have "aided" Rev. Mr. P. G. Bowman in the selection of a site, and in making a contract for building the school-house. The lumber is nearly all sawed, and it is proposed by the Contractors to commence work on the 1st of August. It is true there is an old Carpenter's shop occupying the land purchased by the Freedmen, (upon which to erect the school-house) but it is uninhabitable, at present, and the owners propose to repair it, and use
