"A.," from Asheville; when, there being two full companies (Cavalry) at this Post, I made the application before-mentioned,— with what result can be seen by reference to the endorsement of Col. Royall. I forward this application, and make these statements, for the purpose of testing this matter; and for information as to whether a Sub-Ass't Com'r, with a large Sub-District, is not entitled to an orderly; by existing orders and regulations. I should not have requested the detail of an orderly had I not deemed it actually necessary to have one at my office. Furthermore, I do not consider that it is any part of my duty to walk out to camp — nearly three-fourths of a mile, distant, — "whenever the Bureau office requires a messenger."
