Bu. R. F. and A. L. H^d Qr's. So.-Dis't. N. C. Wilmington, N. C. February 7^th 1867. Major F A Seely. A. A. A. Gen^l Major, In reply to your telegram of the 3^rd directing me to report the number of cases of Whipping, Branding, and Stocks, that have taken place in this District since the Suspension of G. O. N^o 15 H^d Qr's Dept of the South. I have the honor to report as follows In the Sub-Dis't of Fayetteville. Counties of Bladen and Cumberland. No cases have occurred for the reason that no Courts have been held in either of said Counties since the order was suspended. The County Court of Bladen County met on the 4^th Ins't. In the Sub-Dis't of Magnolia. Counties of Sampson and Duplin. but one case has occurred. viz. "[[Ivy?]]
