58 L 211 Bu. R. F. and A.L Hd Qr's 4th Sub. Dist NC Wilmington N.C February 17 1868 Col J. F. Chur A.A.A.G Colonel I beg leave to call attention to my letter of January 18th in reference to destitution existing here. Since that letter was written the number of destitute people has greatly increased; I have given relief to many from my private means where they were on the verge of starvation, the County Authorities and the Benevolent Association are unable to help all who apply to them, and I would urge that some measure of relief is decided upon at an early day. I Am Colonel
