formation. The Court does not derive its power to bind from the assent of the parents. If they are competent to give their assent, they can bind them themselves without the intervention of a Court. Your order substantially declares that our Courts shall not bind apprentice any minor child of color; and even if your views conceded to them the right to act, I presume, you would not expect them to do so, while you claim for yourself and subordinates the right to disregard our laws and cancel their decision upon ex-parte evidence. If this be your design, then I respectfully request to know what is to become of destitute orphans - of illegitimate children, and those abandoned by their parents, or whose parents do not habitually employ their children in some honest, industrious occupation? I have pleasure in acknowledging the promptness with which you discontinued your Bureau Courts, when I informed you that our laws made no discrimination to the prejudice of blacks in the administration of justice, and the faithfulness with which your orders have been carried out - and I hope, on a conference with you - which I invite - that some plan may be devised in relation to apprenticeship, satisfactory to you and consistent with the exercise of this power by the Civil authorities of the State: Or, in the event this cannot be done, that I may more fully understand your views and give publicity to them, as our County Courts are
