Executive Dept. of N.C. Raleigh, Nov. 6th 1866. Bt. Maj. Genl. J. C. Robinson Asst. Comm. B. R. F. & A.L. Raleigh, N.C. General:- The pressures upon my time at present restrains me from vindicating my positions in my letter of the first inst., and which I believe are fully warranted by your previous letters. I was not ignorant that the Act of Congress, establishing your Bureau commits to it "the supervision and management of all abandoned lands and control of all subjects relating to refugees and freedmen": and not ignorant that in the present condition of things, you have the physical power to interpret and execute the same according to your views, and that I am powerless to see the laws of the state executed, where you will it otherwise. I have not therefore contemplated anything more than clearly ascertaining your will and, in case I should not be satisfied with your decision, respectfully appealing
