[[preprinted]] SMITHSONIAN INSTITUTION 488 [[/preprinted]] [[preprinted left margin]] MADE BY BAKER-VAWTER CO. [[/preprinted left margin]] Mr. Freer, as quoted above, in Article 4 of the First Codicil of his last Will and Testament, provides that the income from the residual portion of his estate may be used, in cases of exigency, for the care, protection and maintenance of the building and of the collections; but that is no such exigency shall arise - "So much of the income from such residue shall be used for the encouragement of the study of the civilization of the Far east as the Regents of the Smithsonian Institution shall determine; and the remainder of the income from said residue shall be used for the promotion of high ideals of beauty and, to that end, as opportunities shall from time to time occur to make the same, occasional purchases shall be made of very fine examples of Oriental, Egyptian and Near Eastern fine arts", etc. The Permanent Committee recommend to the Board of Regents that not to exceed $20,000 of the income of the residual estate be allotted annually to be used for the encouragement of the study of the civilization of the Far East, under plans to be prepared by the Secretary and approved by the Permanent Committee, any uncommitted balance of the $20,000 allotted for any one calendar year to revert to the income of the residual estate. In order to carry this into effect, the following resolution is submitted: RESOLVED: That the Board of Regents of the Smithsonian Institution hereby appropriates Twenty thousand dollars ($20,000) annually from the income of the residual estate of Charles L. Freer, to be expended in accordance with plans prepared by the Secretary and approved by the Permanent Committee, for the encouragement of the study of the civilization of the Far East, as directed by Mr. Freer in Paragraph 4 of the First Codicil to his last Will and Testament; any uncommitted balance of the Twenty thousand dollars ($20,000) appropriated for any one calendar year to revert to the income of the residual estate. On motion, the resolution was adopted. [[underlined]] Closing of Freer Building [[/underlined]]. The Secretary explained that he had found it necessary to issue an order closing the Freer building to all visitors except those accompanied by an official of the Institution. He said there were many requests from persons who wished to catch a glimpse of the collections or to study its architecture, but in view of the fact that Miss Rhoades, Mr. Lodge, and their assistants, were responsible for the valuable collections now being unpacked and distributed through the building, and that visitors interrupted their work more or less, [[initialed]] CDW [[/initialed]]
