War Department Bureau Refugees, Freedmen &c Washington Sept 29" 1865 Col E. Whittlesey Asst Commissioner, &c Raleigh N.C. Colonel In answer to your letter of the 20th inst requesting a decision in the case of Miss Hines, I am directed by Maj Genl Howard, Commissioner, to say that parties whose property has been restored are entitled to all accrueing rents, in cases falling under paragraph V and in cases falling under Paragraph VIII to all rents accrueing subsequent to the pardon of the claimant. When rents have accrued and been paid into the Bureau, the claimants must be left to their legal remedy, if any exists for them. Control of the Bureau over any property will be relinquished from the date of the order of restoration. Very respectfully Your obt Servant (signed) [[signature]] Wm.
