-6- JAMES E. WEBB FELLOWSHIPS [[underlined]] Purpose [[/underlined]] The James E. Webb Fellowships are designed to promote excellence in management of cultural and scientific not-for-profit institutions, and to recognize and nurture management ability in Smithsonian employees and others. They are available to Smithsonian employees who show strong promise for future management positions, to talented graduate students committed to careers in the management of cultural and scientific organizations, and to persons at cultural and scientific institutions in the U.S. who can benefit their institutions by a program of training at the Smithsonian. The fellowships are select and very few, no more than five each year, of which one would be for a Smithsonian employee and four for persons from outside. For Smithsonian employees the fellowships may take the form of advanced training at a graduate institution of business or public administration or of service with a not-for-profit institution of a size and scope that will significantly enhance the fellow's knowledge and skill. For graduate students and for personnel in other organizations the fellowships will usually take the form of special assistantships to high ranking Smithsonian officials - Assistant Secretaries, heads of major offices, bureau directors - or, in unusual cases, may be a program of varied assignments originated by the candidate and worked out with the Smithsonian. In all cases the candidate for fellowship must propose a plan for training. The Smithsonian employee must suggest the graduate school or the in-service program and specify her or his objectives for the training. The non-Smithsonian candidates must offer a statement of objectives and a rationale for selecting a particular location within the Institution in which to work. [[underlined]] Guidelines [[/underlined]] 1. [[underlined]] Smithsonian Staff [[/underlined]] In selecting the Smithsonian fellow, priority would be given to candidates not yet at top management levels but who show promise for future promotion to such levels; for example, an outstanding curator or scientist who shows strong potential for a future departmental chairmanship or for the directorship or deputy directorship of a bureau. If the fellow is to study at a university, the fellowship would be for up to two semesters. If the fellowship is for work with another organization, the award would be for six months.
