4. it would be better to address a civil note to the offender stating that complaint had been made by _____ Freedman, whose statement had been heard and before taking any action in the matter, would like to have the person call at the office in order to hear his, or her statement, which would, perhaps, result in a settlement of the affair without trial. This plan has worked admirably and nine cases out of ten have been settled without trial and to the mutual satisfaction of both parties. After adopting this mild course, if the persons charged with injustice or crime towards Freedmen failed to appear through neglect or contempt, or, otherwise, they were promptly arrested and brought before the Officer to answer to the charge. The cases adjudicated by the Bureau in this District have given general satisfaction and served in an eminent degree to promote harmony among Whites and Blacks. The most influential portion of the citizens, who employ the Freedmen, acknowledge the Bureau to have been of great service to the South — that nothing else could so soon have restored order among the people.
