In response to a widely-advertised Solicitation For Offers, 11 developers submitted proposals for evaluation. The Smithsonian received a revision in its appropriation language beginning in fiscal year 1991 that provides for 30-year leasing authority, as opposed to 10 years, should leasing a facility become necessary. It is estimated that the total cost of a new facility will be $216 million if leased over a 30-year period or $160 million if handled as a mortgage-based acquisition. In this regard, the Institution has also determined, subject to the Board's concurrence, to seek its own direct conventional financing for the construction of this facility rather than rely on the developer for financing. The Solicitation document specifically states that the Smithsonian shall have the right to obtain its own financing. This will allow the Institution maximum flexibility in securing the most advantageous interest rates and financial structure for the transaction. Again, the Board will be kept fully apprised in this area prior to making any commitments, and the Executive Committee's approval will be sought at appropriate points in the process in accordance with the Regents' previous resolutions. [[underlined]] PROPOSED BYLAWS OF THE BOARD OF TRUSTEES OF THE NATIONAL MUSEUM OF THE AMERICAN INDIAN [[/underlined]] At their meeting on October 1, 1990, the Trustees of the National Museum of the American Indian recommended approval of the Bylaws which were presented to the Regents. In accordance with the Museum's enabling legislation, final approval of the Trustees' Bylaws rests with the Board of Regents, and it was VOTED that the Board of Regents approves the Bylaws of the Board of Trustees of the National Museum of the American Indian as adopted by said Board of Trustees on October 1, 1990. [[underlined]] APPOINTMENTS AND REAPPOINTMENTS TO SMITHSONIAN BOARDS AND COMMISSIONS [[/underlined]] VOTED that the Board of Regents appoints Xuan-Chi Diep, John S. Hendricks, and Donald M. Simmons to the National Council of the National Museum of Natural History for initial terms to be determined by lot in accordance with the Council's Bylaws.
