2nd an insurrection any character baseing their reasons for so doing, upon the plea that they did not believe they would ever receive justice at the hands of their late masters. I found them collecting arms and ammunition, which I at once took possession of. I called meetings of the Freedmen in every portion of my district, making speeches to them, in I explained their true condition, their duties and the consequences should they attempt any kind of violence. Since that time, I take pleasure in saying that they have settled down to work, and have assumed the position of orderly and quiet people.
