I was receiving, by fair contract, from individuals. House can't stand upon the same footing as the sale of cotton, corn or flour, or the hire of labor. A house is worth per month what it will bring where there is fair competition. At the time Lt. Johnson took possession of my property it ^[[insertion]]was rented [[/insertion]] at 50$ per month. I received payment of my tenant 50$ per month. Lt. Johnson told me he must have it, took it, and turned my tenant out. I then informed him that I was very anxious to have control, that I might make necessary repairs [[strikethrough]] for winter [[/strikethrough]] to insure good rents for winter. He told me that I would receive rent and as to the repairs, that he would probably need the repairs done, and if so, would make the repairs desired. This was all I wanted. I became anxious to get possession towards the last of September, but he would not give me possession. I applied for rent for September, and insisted on receiving what I had been receiving from my tenant, 50$. He would allow me but 40$. In the mean time he made no repairs and I could make none. I lost several opportunities to rent and have repairs done. I do believe that, but for his interference, I could now be realizing from 75 to 100$ per month. He allowed me (as per receipt presented to you) 50$ upon my correctly insisting, and upon his belief, as plainly you should perceive, of its being just. He is here, and has the best opportunity to judge. I shall probably rent it in the present bad condition, at 75$ per month. [[end page]] [[start page]] I should certainly not be forced to receive for my property less that what my fellow citizens, who are free to make their [[strikethrough]] their [[/strikethrough]] contracts, are receiving for theirs. [[underlined]] I loose a part of my fair and legitimate income for the support of my family by force. [[/underlined]] It is surely not the spirit and intent of Government.
