In view of how things stand here, I would respectfully suggest that I might receive authority from Department Commanders to levy a stated tax upon the Citizens of this City to preserve its Sanitary condition; as the Bureau certainly cannot be expected to bear the heavy expenses, that this pestilence will [[strikethrough]] receive [[/strikethrough]] incur. Dist. of N.C. 3/5 Captain, I have the honor to request your opinion on the enclose certificates and if I have the Authority to give it to him, he having purchased in 1864. Lindsay called to see me, and showed his deed, in which I perceived the amount paid was left blank. Can I compel the man who sold it to him, to fill in the amount Lindsay paid him? Lindsay states that he put up a house worth $300 or $400. and other improvements; it is [[strikethrough]] hard to compel a [[/strikethrough]] too bad that men who were Rebels to their Country [[end page]] [[start page]] should profit by a Union man's industry. This certificate is for the purpose of protecting him in his property when the Civil Courts are organized, as he fears, then the contestants might be able to defraud him of his rights and property. R.F. & A.L. 11/6 Captain, I have the honor to call your attention to the following statement of Alvina Ebum a "Freed woman" who has come to me with five children, destitute and until she is provided for other wise, I have to issue rations to her. Statement. "Alvina Ebum a "Freedwoman" states that she was raised by, and on the plantation of Dr. John R. Ebum ten miles from "Bath" and twenty five miles from the town of "Washington" in Beaufort County, North Carolina; that after the "Emancipation Proclamation" was issued, the said Dr. Ebum told her (Alvina) and three other young colored women if they would tend the crop for him he would give them one third of it; that after the crop was gathered and sold, the Dr. told Alvina, she must leave with her five children (aged from five to twelve years) as he was unable to support them and turned her away without paying her for for her labor, and directed her to go. over
