24 Bureau of Refugees Freedmen and Abandoned Lands Head Quarters Sub District Beaufort N.C. Beaufort N.C. February 17th 1866 Seely Capt. F.A. A.Q.M. [[footnote 1]] and Supt. E Dist N.C. Captain, I understand there is an abandoned property (plantation) on Harker's Island Carteret County it is not on my Records; Please send me a description of it from your Records - and all the property both in Carterett and Onslow Counties, that is on your Records - not mentioned on the list of properties I left in your Office. Please send me this as soon as possible, as it is time to lease these properties, if the parties now holding them do not comply with Gov'm't regulations. Capt. Gear A.Q.M. Sold out all the Ambulances and Horses he had here. You will have to get the requisition filled in New Berne. Please have the Ambulance and Horses sent as soon as possible. I will try and go up Bay and South Rivers next week if possible to see after Nelson and Ventes. They have not yet reported the products of the plantations leased by them. Please send me some blank Transportation orders, as there are some persons here, whom I could send to their homes, and thus relieve the government from issuing rations to them. The two "freedmen" I mentioned to you of being in jail here for robbery, I presume will be tried here next week. Should these men be tried before the Civil Courts or be forwarded for trial before a Court Martial? One admitted his guilt the denied being guilty. They were committed by the Mayor appointed by the provisional Governor. I am, Captain, Very Respectfully Your Ob'd't Ser'v't. [[signature]] Richard Dillon [[/signature]] Capt V.R.C. and Asst. Supt.
