Reyburn, Robt. Wheeler, G.A. 1. Freedmens Village Va. February 15th 1867. G.A. Wheeler. Bureau R.F. and A.L. Office Surg. in Chief D.C. Washington February 16th 1867. Respectfully returned to A.A. Surg. G.A. Wheeler. The date of contract of each of the attendants & employees has to be stated in within report. Your attention is also called to the employment of Jefferson Page as a Hosp. attendant & hereafter you will in no case increase the number of attendants or Employees of the Hospital unless authority is first given from this office. Robert Reyburn Bvt. Lt. Col & Surg. in Chief D.C. Freedmens Village February 16th 1867. Respectfully returned to Bvt Lt. Col. Robert Reyburn Surg. in Chief. Bureau R.F. & A.L. The date of contract of each attendant was not stated because the retained reports in my possession do not give them. I should not have taken the liberty of appointing Jefferson Page as an attendant had I not been informed by my predecessor that I was allowed that privilage within certain limits. I took his word for the truth since he left me no copies of any orders or letters he had received & I had nothing else to go by I shall not make a similar mistake again, but hope this appointment will be confirmed. sig.
