14 Bureau R.F. & A L. Office Local Supt D.C. Washington. Oct 24" 1867. Chamberlin S.S. Townsend E.G. and Wall O.S.B. Supts Bks I am directed by the Ass't Comr D.C. to inform you that the Qr Mr Dept has declined further aid to this Bureau in paying for the removal of Night soil from the several Barracks and buildings under its charge. Consequently the expense must be paid in the future by the Bureau. Therefore the Ass't Comr D.C. directs that Supt of Bks. and Agents in charge of Buildings report immediately to this office any neglect on the part of the Contractor to visit and regularly clean the privies belonging to the Buildings under your charge in compliance with the following statement. Wisewell Barracks No Boxes 16. to be visited each month 8 times. East Captl Bk's - 6 Boxes to be cleaned 9 times & 5 Boxes to be cleaned 27 times per month. Kendall Green Bk's. 9 Boxes- 8 times per month, & Campbell Barracks, 5 Boxes & 2 Pits - 4 times per mo - Very Respectfully Your Ob't Sev't J V W Vandenburgh Local Supt D.C. No 31. Bureau R.F. & A L. Me. to work for Hon Hannibal Hamlin (late Vice President of the U.S.) the wages will be $8.00 per Month. - please inform me as soon as possible - as tis desired that they be forwarded by the 31st ins't. Genl Major: In compliance with verbal instructions from the Bvt Brig Genl Asst Comr D.C. Bureau R.F. & A L. directing that I investigate and if possible adjudicate the matter of difference between James Martin Esqr and Edward Jones. (Colored) both of Prince Geo Co. Md relative to gathering and dividing certain crops raised by said Jones, on the Lands of Mr Martin, during the year of 1867. I have the honor to state that I called on Mr Martin at his farm on the 24th inst. and submit the following report as the result of my mission - connecting the facts furnished by the Ass't Comr D.C. (stated verbally) with such as were stated in the communication of T.B. Robey of Robeytown Prince Geo Co. Md - I drew the following conclusion that the men Martin - and Jones - were both in an angry state of mind and that to adjust the difficulty between them it was necessary to not only fully understand the case, but the disposition of the men & the cause of such diference - from inquiries it was ascertained by parties residing in this City that Martin - was a man of hasty temper, but first conceptions when taken in a quiet and Gentlemanly way. I also ascertained from colored men that Jones was hasty and inconsiderate and of mulish disposition - having learned these facts and also that there was very much personal feeling between Mr Robey & Mr Martin - and that Mr Robey (the communicant) is not like Cesars Wife "Entirely innocent & above suspicion" - I was prepared to act when, and as occasion required. After stating my business to Mr Martin he informed me that Jones was at hand, - I got the parties together and told them my purpose was to settle this dificulty and that I would not hear any personal altercation between them, having placed them both on their good behavior - they soon got to exchange their views through me, which gave me additional Ideas of the matter. I then proposed to look at the crop, and done so accompanied by both. there is Evidence of great neglect on the part of Jones in properly cultivating the lands, when he should have had 50 Bu of Potatoes, he will not get more than 15. and the Oats crop is quite a failure. the Corn is about one half a crop - I could readily conceive where (over) 2" Vol No 1223. O.L.S.D.C. 67
