Bureau Refugees Freedmen & AL Office Sub Commissioner Columbus Miss Nov 30th 1866 Major A.W. Preston A.A.A.Gen'l Bu R.F. & A.L. State of Miss Vicksburg, Miss. Major, In compliance with the requirements of Circular No 4. from Office of Asst Comm'r Bu R.F. & A.L. State of Miss. dated Vicksburg Miss March 1st 1866 I have the honor to submit the annexed report of the operations of the Bureau for this District, for the month of November. Since my last report numerous complaints by freedmen have been made to this office; These are of almost every conceivable character, but principally in regard to settlements for the years labor. Very many of the employers seem determined, by fair or foul means, to bring their laborers in debt, or, by withholding what may be justly due them, hope to secure their services for another year at the close of which they will be, if possible, poorer than now.
