General I have the honor to transmit herewith Report of Tenants occupying Tenements at Freedman's Village Va for the month of July 1867-and that I have this day turned over to Bvt. Maj. J.M. Brown Chief Quarter Master D.C. the sum of sixty nine ($69.00) dollars-money collected for rents of tenements at Freedmans Village Va I am General Very Respectfully Your Obedient Servant Signed P.P. Bergevin Lieut V.R.C. Asst. Supt. & A.A.Q.M Bureau R.F. and A.L. Freedman's Village Va August 9" 1867 Bvt. Maj. J.M. Brown A.Q.M. Washington D.C. Major Enclosed herewith please find the sum of sixty nine ($69.00) dollars-money received for rents of tenements for the month of July 1867 at Freedman Village Va I am Major Very Respectfully Your Obedient Servant Signed P.P. General On the 20th of July I forwarded to your office a code of rules and regulations for the administration of affairs in this village, for your examination in compliance with special orders from your headquarters. I have not felt myself justified in introducing rules of discipline until I should first have your approval of my own rules, or laws Established by you, and as there has, heretofore been kept no order & letter Book to which I could refer, I would now respectfully ask instructions as to the discharges of dependants from the village, the disposal of quarrelsome and turbulent renters; and whether I may punish, and in what manner, dependants for insubordination, assault, or indecent or abusive language and conduct towards civilian employees here. There are persons here on the roll of dependants who should be, in my opinion, not only discharged as dependants from the village but discharged entirely. There are renters who are frequent violaters of good order and troublesome inhabitants, and there are dependants who have to be constantly watched to prevent them from using violence to persons in Authority under me, and who have already committed assault in several instances. All these are grevious sources of trouble to the Superintendant of disorder in the community and of disrepute.
