26 Bureau R. F. and A. L. Freedman's Village Va September 3" 1867 Bvt. Brig. Genl. C H Howard Asst. Commr. Washington D.C. General I have the honor to transmit herewith, lists of families and persons, who in my opinion should be removed from the Village immediately. Class No 1 pertains to persons living here without Authority, most of them living in houses with dependent families, and living off the supplies of dependents; it was with much difficulty, I obtained this list, as the persons employ every means to evade Authority; I have notified them to leave the Village immediately Class No 2, Persons now dependent who are able [[strikethrough]] to earn their own [[/strikethrough]] support themselves, but have dependent relatives who are unable to support themselves; a large proportion of this class is women with dependent children; I have notified this class that they must find employment as soon as possible. Class No 3 Person now dependent but able to earn their own support, I have notified this class, that they will receive transportation to places of service, and that they must leave the Village in a fortnight from this date. Class No 4 Renters who have no employment in the Village or vicinity and do not rent land; they have no means of support to me visible; and should be removed from the Village, in compliance with orders from Head Qrs Asst. Freedman's Village Va September 6" 1867 Liet. Col. Robert Reyburn Surgeon in Chief Washington D.C. Sir I would respectfully report the sanitary condition of the Village good. The aggregate of sickness same as last week - deseases incident to the season are falling off in severity and in the number of cases. In all respects the Village is in as good condition as any time under my Superintendence The old "Home" building has been very slow in progress of repairs, during the past month by reason of want of lumber and other causes but is going on rapidly and with satisfaction towards completion.
