4 Major It is about time to commence the vaccinating of the Freedmen, if you think it advisable that it should be done. I propose to entrust the business to a Surgeon in each of the Districts of Warren and Franklin Counties, authorizing them to charge the Freedmen 25¢ each for Adults & 15¢ for Minors. If this meets your approval. I will give the orders to the Surgeons on recpt [[receipt]] of your reply. I am rather particular in obtaining your express approval as Bvt Col Cilley in an endorsement on a paper referring to other matters says "In regard to vaccination" Capt Hay can spend no money for this purpose, nor ordering spent. Lt Hogan Med. Dir, B R F & A L No Col will be the proper person to arrange that matter." Now money will be spent to the amt of fee for vaccination in each case, & this vaccination will be in a manner compulsory on the Freedmen - Am I authorized to go on with the matter in the way above stated? Supt Cent Dist Raleigh N C Colonel, I have the honor to ask whether the case of Adeleine Thayes vs Sam'l Payn (F) which was referred to me from your office on the 12' ult, and about which complaint was made to the Asst Comr. that I did not attend to it does not properly belong to the Civil Courts to try and determine, according to the [[?]] of G.O. No 3. Hd Qrs Asst Com'r N.C. Raleigh N C July 13, 1866. and also whether all similar cases, of which I have a great many to dispose of, should not be turned over to the Civil Courts.
