War Department, Bureau of Refugees, Freedmen, and Abandoned Lands, Office Chief Quartermaster, Washington, D.C. August 4th, 1869. Wm M Colby, Esq. Superintendent of Education B.R.F. & A.L. Little Rock, Ark. Sir, You are respectfully informed that upon examination of your Return Bureau R. F. and A.L for the month of July, 1869, it is noticed that your expenditures of stationery are entered upon Abstract "L". Your attention is invited to Par 12 Art. 2. Bureau Officer's Manual, which provides that all issues of Stationery shall be entered upon abstract "S". In the making up of future returns, you will please follow strictly the rules laid down in the manual above referred to.
