Transcription
of the U S Quartermasters Department it is hereby ordered: That Bvt Brig Genl H.M. Whittelsey Chief Quartermaster of this Bureau proceed at once to said city and in open market purchase such of said articles as can be obtained at the lowest possible rate after inspection by some competent person to be selected by himself and having reference to the articles furnished by the said Quartermasters Department as the standard as to quality. He will arrange with Bvt Brig Gen G.W. Balloch Chief Accounting & Disbursing Officer of this Bureau as to the mode and terms of payment for the purchases he may make under this order. It is to be understood that the party or parties who see said articles to him shall deliver the same to the proper officer of the Quartermasters Department on duty in said City of such time and place as said officer may require for shipment to Charleston S.C. properly packed and marked, Consigned. To Bvt Lieut Col James O Sow A.Q.M. Chief Receiving and Disbursing officer. Bureau Refugees Freedmen and Abandoned Lands, Charleston S.C. over.
