NEW YORK AIRWAYS 2.3.2 VICE-PRESIDENT OPERATIONS Basic Function: To provide safe, dependable, regular and efficient transportation of passengers, mail and cargo To develop and administer operating policies and standard of performance for Flight Operations; Flight Dispatch Ground Services; Maintenance, Inspection and Engineering functions. To develop and maintain communication services for all departments in the Company. To represent the Company in operations matters, dealing with other companies and government agencies as directed or delegated by the President. Responsibilities: 1. To establish and maintain the necessary contacts to keep abreast of the latest developments in all of the operational aspects of air transportation. 2. To determine or to recommend and counsel with all concerned relative to the type of equipment and plant facilities pertaining to the Operations Administration which New York Airways should procure. 3. To establish the policies and procedures used in the safe, dependable and efficient operation of all equipment and plant facilities within the Operations Administration. 4. To establish and maintain adequate and efficient communications facilities for the Company. 5. To establish and maintain both flight and ground safety programs, the latter for the entire Company, continually monitoring and stressing them as the most important policies of the Company. 6. To maintain operating costs in line with sound business practice, but not to compromise with the safety factor. 7. To maintain New York Airways' high standards of public service. 8. To represent New York Airways' in all matters pertaining to operations in industry or related organizations. 9. To maintain New York Airways' Operating Certificate in compliance with CAB and CAA requirements. To work with CAA representatives in the development of flight regulations and operations specifications relating to New York Airways' Operating Certificate. 10. To establish requirements of design, development, modification, performance and operation of aircraft communication and navigation equipment, installations and systems used by New York Airways', and to determine that New York Airways' is provided with modern air navigation and traffic control facilities, the state of the art, government and industry programs will permit; that the ground portions of these facilities are properly installed and maintained; and that, within the limitations of industry cooperation, these facilities are operated in a manner most acceptable to New York Airways', Inc. 11.
