225 February 4th 7th Bvt. Maj. F. A. Seely A.A.A. Bu. RF and A.L. Raleigh N.C. Sir: In reply to your Telegraphic Communication dated Raleigh N.C. Febr 3rd 1867 & received by me this morning Feb. 4th 1867. I have the honor to state that no cases of Corporal punishment have been reported to me as having occurred since suspension of Davis of Civil Orders No 10 - Only one of the Agents have as yet been heard from (Wm. McFarland of Cherry) He states that at the January Court held in his County no Corporal Punishment was inflicted. I doubt whether that [[?]] [[?]] held [[?]] of his District since the suspension of Par. 5 I have the honor to acknowledge the reciept of Copy of communication dated A.D.A.G.A. Washington D.C. Jan. 23 1867. regarding report on the [[?]] sections of the Civil rights Bill. Said report has been delayed from the fact that I have no copies of the aforementioned sections, and therefore I have been unable to report on them. Please send me a copy of the Bill.
