57 did not cover Tennessee - and Congress has made no laws that guarantee freedom to the colored people of this state: but as the control of all subjects relating to the freedmen in Tenn have been committed to myself as Asst Com of the Bureau I think I should fail to do my whole duty did I not insist upon the right of the freemden to give his testimony - and guarantee to him justice before the law - I have found that in many places in the State the Colored people are most wrongfully treated by officers of the Civil law and have promptly interfered for the right.
