61 Head Qrs Asst Com Ky & Tenn Bureau R.F. & A.L. Nashville July 18" 1865 General In acknowledgement and reply to your communication of 12th inst. I have the honor to state that since the promulgation of Genl Order No 11 War Dept. Current series. Military Commandants have no authority to transfer abandoned property to other parties than the officers of this Bureau - neither are they competent to decide upon the merits of owners who claim such property - This is as I understand the law and order and Maj Genl Thomas so interprets them -and governs himself accordingly in the matter of claims to such property in Nashville and vicinity - all property that has been seized by Genl Thomas or his predecessors for Military purposes is turned over to this Bureau as rapidly as the necessities of the Government will permit its transfer- and all claimants for the same are referred to this office
