86 4 some at Camp Nelson. I have relieved Capt. T.E. McCall from the Superintendency of the Camp. I thought it best he is not the man for the place. He is a good friend to the colored man: of this there is no doubt, but he longs Captain Call I have not as yet appointed a permanent successor true the fact that I can not [[?]] fixed the proper name; my chief difficulty throughout the District is the scarcety of the right kind of officer & man for duty in this Bureau- I have ordered that houses and employment be found for every man [[?]] directly to labor. It is almost impossible to procure employment for a [[?]] and [[youth?]] who [[?]], & labor is [[?]] I have therefore directed that the [[?]] children [[?]] - be for the present retained in the [[?]] at the Comr. in charge of the [[?]] and inform [[?]] be kept in the [[?]] attached to the [[grand?]] worked by the larger boys - I assure you that every thing that can be done consistent with my duty to the freedmen shall
