114 Dist Ky Tenn and North Ala July 24 Colonel, You will at once establish your Head Qtr at the Refugee Home Bureau of Hospital No 14 where in connection with your other duties you will an intelligence or employment officer. You will keep a register of all able-bodied men & women white or black who may be temporarily receiving subsistence from the Government. Employers can apply to your office for help. You can furnish it. Set every able-bodied man woman and youth in a camp or home be speedily made self supporting. Advertise your Employment office in the city papers by my order Very Respectfully Your Obt. Servant Clinton B. Fisk Brig Genl Asst Com Col R. W. Barnard Supt. &c Nashville Tenn
