Asst Supt Kinston with reference to statement of Misses Wilcox & others as the girl seems satisfied with her situation I should hardly think it worth while to send her home unless her father needs her services. Seely Capt & Supt. Washington NC April 18th 1866 Respectfully returned with the information that I was not aware of the condition of the cemetery before searching for the grave of the man "Wycoff", there was therefore no "culpable neglect of duty" of my part, in not reporting the disgraceful condition of the graveyard before that made in my endorsement. I have tried to have a common rail fence put around but not having disposal of funds cannot find anyone to do the job in Govt account. I regret being charged with "neglect" in a case where had I been aware of the condition of the cemetary comsion humanity would have made me report at once Coats Asst Supt. |
