120 [[2 columns]] | --- | --- | | JJ Vance Brought from page 113 | Beaufort NC May 2d 1866 Respectfully returned to Capt F A Seely Supt E Dist NC with the information that of the 18 public buildings at Morehead City NC the following described buildings are required in this Sub District Ward No 1 44 by 65 ft at present in use as a school room for freed children Ward No 7 44 by 65 ft is required for a school room for freed children at Beaufort NC The dining room 44 by 103 is required for a Hospital at Beaufort NC for non contagious diseases Also an office 15 by 45 ft for kitchen &c for said Hospital Some of the other buildings could be used with advantage for school purposes if removed to other parts of the Sub District. Ward No 6 44 by 65 ft has been moved to Shacklefords Banks NC as a Quarantine Hospital by order of Bvt Major Gen'l Ruger Richard Dillon Capt & Asst Supt. New Berne May 7 1866 Respectfully returned with reference to endorsement of Capt Dillon Asst Supt Beaufort. F A Seely Bvt Maj & Supt| 121 [[2 columns]] | --- | --- | | Pitt Co. N.C. Apl. 28", 1866 James, Horace Asst. Supt. Reports facts concerning Govt. indebtedness to freedmen on Roanoke Island. Indebtedness arises from carelessness of Officers in keeping rolls, and in many cases is not just—the men having been employed without authority. A Report roll carefully prepared by Capt James of just dues amounted to $18570.07. States that most of the claimants have been supported with their families at great expense for three years. Rations have been issued at the Island at a cost of $15000.00 per month. Suggests that in consideration of the enormous expense these claims have virtually long been liquidated. Quotes his "Annual Report" Freedmens Affairs, Jan. 1st, 1866 pgs 32 & 33. | New Berne, May 7th 1866 Respectfully returned with reference to report of Capt. Horace James, Asst. Supt. The Report Roll referred to by Capt. James, is supposed to be lost, but was forwarded to Maj Carney, A.Q.M. Supt. Negro Affairs under Genl. Butler, from whom information concerning it might be obtained. The suggestion of Capt. James that these claims have been liquidated by the generous issue of rations to the Freedmen at Roanoke Island is worthy of consideration, and yet there may be cases where persons having just claims have received no such assistance. A commission to audit claims and to examine whether claimants had not received more than their due in Government aid, and in case of both the legality of the claim and the non-liquidation of it in this indirect manner to recommend payment or to give vouchers, might secure justice to the freedmen & satisfy the public of the integrity of the Government. It is not wise to permit the impression to remain in the minds of the freedmen that they are defrauded by the U.S. Govt. F A Seely Bvt Maj & Supt Brought from p. 75 |
