94 General I have the honor to ask for information concerning the claim of Ransom Bess late Private "F" 37th, Regt U.S.C. Troops. His claim was forwarded by T.F. Lee, of Raleigh N.C. about two years ago, Mr Lee now writes Bess that a his claim is allowed, and that a check for the amount is in the hands of General Ballock: Betts is a resident of this county and wishes the check sent here I am General Very Respectfully Your Obt Svt Allan Rutherford Captain 44th Infy A.S.A. Com. See papers in this case "D" EB304 272 Bureau R.F. and A.L. Wilmington N.C. Nov 22nd 1868 Chur Jacob F. Col and Asst. Commissioner /80 Bur R.F. and A.L. Raleigh No. Ca. Colonel In reply to your letter of the 16th inst I would say; that I have again referred the 95 subject of your letter to the county commissioners of New Hanover County. stating to them that the paupers still retained their legal residence here, as they were here until Nov 30th 1867. The Board of Commissioners held meetings in the 20th and 21st inst, and taken no action in the case altho' I particularly requested that they would do so! They adjourned until the 26th From the manner in which they have acted I am of the opinion that they seek to postpone action until after the 30th - and then to say that the paupers have lost their legal residence here in this county and refuse to provide for them. I would respectfully recommend that immediate steps be taken under Section 12 and 13, Chapter 86. Revised Code to have the paupers refered to legally charged upon New Hanover County - unless this is done before the 30th they will loose their legal residence here. I would state that the authorities of the city of Wilmington, are doing all in their power to aid the indigent sick of the city - altho they receive no part of the poor Tax and that the city authorities are in no
