Medical Director's Office, WASHINGTON, D.C., May 3rd 1865 General, Having been informed by Surg. C.W. Homer U.S.V. that he is an applicant for the position of Chief Med. Officer of the Bureau of Freedmen, Refugees & Abandoned Lands, I take pleasure in commending him to your favorable consideration. Surg Homer was on duty in this Department from April/64 to March/65 in charge of the Ricord Gen. Hospital & in addition for a large part of this time, had supervision of the Freedmen Hospital & the medical affairs of the Freedmen of this city. I found him on all occasions efficient & zealous in the discharge of his duties & from my knowledge of his abilities, professional & executive, his equanimity [[illegible strikethrough]] & practical good sense I believe him to be well fitted for the position to which he aspires. Formerly Desmarres General Hospital, Ricord sent its patients to Lincoln General upon closing. The hospital treated other cases besides venereal ones (despite its name), because the records listed in the Indexes include lists of the wounded and of surgical operations.
