My Dear Sir:

I beg to enclose for your consideration, an application from the Rev. C. Van Santvoord of Schenectady, New York, to be Chaplain under the Freedman's Bureau. In addition to the papers which he submits therewith, which are from gentlemen of high position and character in New York, I beg to say, that I know Mr. Van Santvoord to be a most excellent and worthy man, in every way deserving of the place. He is intelligent, discreet, and faithful to any trust that may be committed to him. I should regard his appointment with special satisfaction, and doubt not it would be conducive to the public service.
