Executive Department Milledgeville, Ga. 14th July 1866 Bvt Maj Genl Davis Tillson Comdg Dist Ga & Asst Com'r Sir In reply to your reference of Lieut Eldridge's inquiry, I reply that the Legislature of Ga. appropriated $200,000 expressly for the purchase of Corn for the destitute widows & orphans of soldiers, disabled & wounded soldiers, and aged and infirm white persons unable to work for a living. The terms of the act restrict me from the purchase of any thing but corn and exclude from the distribution all the destitute belonging to neither of the above classes. I have purchased and have nearly completed the distribution of 180,000 bushels of corn, which will furnish to the beneficiaries returned (from 40,000 to 45,000 in number) about four bushels per head. The price of this corn, the cost of transportation, and other expenses will very nearly if not quite absorb the appropriation; consequently nothing more can be done without
