Instructions
Transcription
247 [[?]], are carrying out my instructions. I believe that the affairs of your Bureau, are in a more healthy and promising condition, in this State, than in any other. I hope that my policy acts upon facts and not upon theories or opinions; with the help of Providence, I venture the assertion that less outrages will be practiced on the freed people, and better crops raised in Georgia next year, than in any other Southern state. Respectfully Your Obdt Serv't Davis Tillson Brig Gen'l and AA Comr Gen. Major Gen'l O. O. Howard Commissioner
