April 10th 1866 - asking for instructions how to provide for cases of lunacy & idiocy among freedpeople: Respectfully referred to Surg. Horner for examination & remarks. By order of Maj. Gen. O.O. Woodhull A.A.G. with the remark that cases of lunacy occurring among freedpeople have generally been admitted to State Asylums on application of Ass't Com'rs to the proper authorities, while cases of idiocy should be provided for by the Bureau in an Asylum established by each Assistant Com'r for the helpless and permanently disabled. Jenkins, and to Endorsement from Sup't of Georgia State Lunatic Asylum on Communication to Gov. Jenkins, herewith enclosed. It is respectfully suggested that the Bureau might advance funds to the State to erect a temporary structure in connection with its Asylum, to enable them to receive and provide for insane freedpeople - From conversation had with His Excellency the Governor, the undersigned is of the opinion that this course would be acceptable to the State authorities, and that it would be the best and cheapest mode of providing for these unfortunate people. Endorsements continued, from page 189, on Communication from Bob Rhodes (Freedman), relative to an assault and batter committed on his daughters Harriet and Frances by Rob't Jordan: May 14th 1866.
