Com'r Bureau RF&AL Augusta Ga, October 8th 1866 Major Genl Howard Commissioner 342/343 L.R.B. 483 Endorsement on communication from Bvt Brig Genl Sam'l Thomas A.A.A.G. dated Washington D.C. Oct 5th 1866 - relative to a report called for, in Com of August 17th 1866 from Com'r, and never been received etc. Respectfully returned to Major Genl Howard Commissioner with duplicate of report called for enclosed. The original that several cases forwarded on, or, about that date guided to reach their destinations. The attention of the Postmaster in this place has been called to the fact. Watson Bvt Major & A.Q.M. chief QM Bureau RF&AL dated Augusta Ga Sept 21st 1866 who reports Eighteen buildings belonging to Bureau RF&AL on the land belonging to MS Thomson, who offers $12250.00 for the buildings Macon Ga Sept 30th 1866 Respectfully referred to Bvt Lt Col E.B. Carling A.Q.M. U.S.A. Chief Quarter Master for his remarks By Command of Bvt Majr Genl CR Woods (Sd) S.C. Greene Capt 15th Infty, Bvt Majr, & A.A.A. G. Macon Ga Oct 5th 1866 Respectfully returned to Hd Qrs Dist of the Chattahoochee with the following remarks - I have visited the property in question and find it to be in comparatively good condition, a few doors and windows in some of the buildings are gone, and the sides of one of the buildings in which the engine is situated, have been torn off. The buildings could not be erected for $10,000 or perhaps more. Mr Thomson who owns the ground has the advantage in every respect, since the Gov't can give no title to the ground, and he could force any other purchaser to remove the buildings, perhaps at great expense and sacrifice. I think the buildings worth more than he offers, but whether more could be at present obtained, I am not able to say, it is probably not. There is a very good engine in one of the buildings which I presume is not included in Mr. Thomson's offer. (Sd) E.B. Carling Bvt Lt. Col. & A.Q.M &c. Major Genl Howard Commissioner etc. 342/344 L.R.B. 535 Respectfully referred to Major Genl Howard Commissioner Attention being invited to preceeding endorsement from Bvt Lt. Col Carling A.Q.M. Bvt Majr C.T Watson Chief Qr Mr Bureau RF&AL for this State, who has examined the property in person, is of the opinion that it better be sold for the price offered, it being of a perishable nature and without a guard, in danger of being destroyed or stolen. There is not sufficient force in the State to enable the Comd'g Officer to furnish guards at all the places where Bureau property of this description is located Davis Tillson Bvt Mjr Gen'l & A Com'r Office A Com'r Bureau R.F.& A.L. Augusta Ga October 9th 1866 Endorsements on communication from C.W. Howard Dated Cartersville Ga. Sept 11th 1866. relative to his arrest by Majr Leonard, through some false representations. Augusta Ga Sept 13th 1866 Mr Howard who writes the within, was my companion in College. I have known him from boyhood. He is a Presbyterian Minister of gentle and accomplished tastes, highly educated and entirely incapable of brutal or unworthy conduct toward any person (Sd) E. Starnes. Hon E. Starnes, upon whose statement and recommendation, the application of the Civil Authorities for the arrest of Mr Howard writer of within Communication is recalled. Smith Se'c A.M.A. Dated Atlanta Ga Oct 3rd 1866. who requests Bureau appropriation for repairs and rental of School buildings in Atlanta Ga to the amount of $4,700~ Augusta Ga Oct 5th 1866 Respectfully referred to the A Commissioner, with the request that he forward with his approval.
