School 3 enclo. | Chattanooga Oct 10th 1868. Acknowledges receipt of letter of the 1st inst relative to transportation of poor white refugees admitted to their Institution &c. Understands Com'rs orders of Novr 11th 1867 and April 20th 1868 to give Genl Carlin authority to include return transportation when needed and such has been issued by A.C. &c. States that when other means were available they have not drawn upon the Bureau for transportation. Requests transportation for 13 orphans and the demand for trained teachers is great. Benson at that time agent of the Bureau collected the same, but has never paid the amount $82.00 to Hawking. Asks that steps be taked to compel him to refund the same, if he is yet in Govt employ.
